Dear Mr. Mansueti:

This letter is a follow-up to our earlier conversation concerning progress in meeting the commitments outlined in Oglethorpe Power Corporation's Climate Challenge Participation Accord ("the Accord").

In 1996 Oglethorpe Power participated in the Earth Comfort Program, an industry initiative sponsored by the Geothermal Heat Pump Consortium. The Corporation currently anticipates supporting this effort at least through the year 1998 and possibly beyond. We also participated in the Donated Equipment Initiative which is a Public Power/Cooperative Climate Challenge Industry Initiative sponsored by the National Rural Electric Cooperative Association (NRECA) International Foundation. Oglethorpe Power donated equipment with an original cost of approximately $1.5 million in the year 1995. As we mentioned during our telephone conversation, Oglethorpe Power continues to store some of the equipment at the request of NRECA even though title has been officially transferred. In the near future, Oglethorpe Power does not anticipate any significant changes to the items committed to in the Accord and will continue to look for opportunities to promote the Climate Challenge Program with its Member Systems.
