RE: Climate Challenge Program Participation

Dear Secretary O'Leary:

Moorhead Public Service (MPS), Moorhead, Minn., agrees to participate in the Climate Challenge Program. The following list identifies the actions that our utility has taken since 1991, or will take by the year 2000, to reduce or prevent greenhouse gas emissions. The worksheets and attachments enclosed provide more specific information(nation on these options.

Tree Planting Program

    A. Tree Power

    1.

      MPS is committed to plant one tree for every electric meter by the year 2000. This amounts to planting 12,000 trees. To date, MPS has planted 2,250 trees.

Demand-side Management

    A. Commercial Lighting Efficiency

    1.

      By the year 2000, MPS expects to be saving 8,000 MWH of energy each year due to our efficient lighting program.

    B. Direct Load Control

    1.

      MPS currently operates a direct load control program that reduces our system peak by approximately 17 percent

      Although this program does not necessarily save a significant amount of energy, it allows us to replace coal-fired electricity with more environmentally-friendly hydro-electricity.

    C. Custom Rebate for Efficiency Changes

    1.

      Before the year 2000, MPS expects to have implemented a rebate program designed to promote most efficient electrical end-use devices. Examples of devices that will be promoted under this program include motors, process heating and chillers.

MPS expects that the combination of these actions will reduce or prevent annual emissions of 6,910 tons of carbon dioxide in the year 2000. Furthermore, MPS will report annually, on a form provided by the Department of Energy/Energy Information Administration, on activities and achievements under the Climate Challenge Program.
