RE: Climate Challenge Program Participation

Dear Secretary O'Leary:

Hopkinsville Electric System agrees to participate in the Climate Challenge Program. The following list identifies the actions that our utility has taken since 1991, or will take by the year 2000 to reduce or prevent greenhouse gas emissions. The attachment enclosed provides more specific information.

Tree Planting Program

Tree Power - a nationwide public power program with a goal to plant one tree for every public power customer. Thus, Hopkinsville Electric System has pledged to plant 13,300 trees in the Hopkinsville area by April, 1995.

Tree Replacement Program - "Trade-A-Tree" is a tree replacement program whereby if a customer will allow us to remove a tree which routinely has to be trimmed, then HES will replace the problemed tree with a flowering ornamental tree.

Hopkinsville Electric System expects that these actions will

reduce or prevent annual emissions of carbon dioxide. Furthermore, Hopkinsville Electric System will report annually, on a form provided by the Department of Energy/Energy Information Administration, on activities and achievements under the Climate Challenge Program.

Sincerely,

Austin B. Carroll
General Manager
