Dear Secretary Pena:

Holy Cross Electric Association, Inc. agrees to participate in the Climate Challenge Program. The following list identifies the actions that our utility has taken since 1991, or will take by the year 2000 to reduce or prevent greenhouse gas emissions. The worksheet(s) and attachment(s) enclosed provide more specific information on these options.

The Association is also participating in Colorado’s first wind power program. The “Windsource” wind power program allows consumers to purchase 100 kilowatt-hour blocks of wind generated electricity for $2.50 per month in addition to their regular retail rate. The program will be marketed immediately with the assistance of a local coalition of municipalities, counties, utilities, and environmentalists called the Community Office for Resource Efficiency.

Holy Cross Electric Association, Inc. expects that the combination of these actions will reduce or prevent annual emissions of 49,671 tons of carbon dioxide in the year 2000. Furthermore, the Association will report annually, on a form provided by the Department of Energy/Energy Information Administration, on activities and achievements under the Climate Challenge Program.

WORKSHEET

Use this worksheet as a guide to calculate reduction, sequestration or prevention of greenhouse gas emissions in the year 2000. The actions identified below are a sample of the types of activities any utility can take to participate the Climate Challenge Program. For a more complete listing of options, refer to the Climate Challenge Options Workbook, available upon request from APPA. Eligible activities are those that have been undertaken since 1991 or will be implemented by the year 2000. If you check “Other” in any category, provide details of the activities on separate attachments (forms provided). Submit this worksheet and attachments, or other justification, with your letter to the U.S. Department of Energy.

ATTACHMENT #1

TREE PLANTING

    Holy Cross Electric Association, Inc.’s Tree Power program is new and will be implemented in 1997.

    The Association will fund the Tree Power program at $5,000.00 per year for two years. Each year $3,000.00 will be used to support citizen’s groups and government agencies in reforestation efforts. Each year $2,000.00 will be distributed among nine local municipalities for the purchase and planting of trees at their discretion.

ADDENDUM -- ATTACHMENT #2

DEMAND SIDE MANAGEMENT

    Loan program for energy efficiency improvements (lighting, motors, controls, thermal improvements, fuel switching, etc.

    Conservation information including in-home energy audit, heat loss and pay back calculations

    Rates to reward efficiency and off-peak use including commercial and residential demand/energy, interruptible and time-of-day rates

    Motor challenge program providing information about energy efficient electric motors, drives and motor driven equipment

    Load control pilot - utility control of residential electric water heaters through power line carrier signals

GENERATION

    Photovoltaics

    Pilot program to allow net metering of up to 50 KW of grid connected photovoltaic systems installed by consumers

    Wind Power

    In conjunction with Public Service Company of Colorado, the Association will purchase and sell to consumers one megawatt of wind generated electricity from Public Service Company’s initial five megawatt wind farm. The wind energy will be sold in 100 kWh blocks for $2.50 per block, per month, in addition to normal retail rates.

TRANSMISSION AND DISTRIBUTION

    Low loss transformers - Energy Star transformer type program

OPERATIONAL ACTIONS

    In-house energy conservation programs include weatherization, load control, insulation, efficient lighting retrofit, and energy efficient office equipment.
