RE: Climate Challenge Program Participation
Dear Secretary O'Leary:
The City of Edmond, Oklahoma, agrees to participate in the Climate Challenge
Program. The following list identifies the actions that our utility has
taken since 1991, or will take by the year 2000 to reduce or prevent greenhouse
gas emissions.
TREE/SHRUB PLANTING
The City of Edmond requires 30% landscaping with trees and shrubbery
on all new commercial development. It is estimated, based on past commercial
development, that this will add up to an equivalent of 1430 additional
trees in Edmond in the year 2000 than would otherwise exist.
DEMAND SIDE MANAGEMENT
Rebate Program - The City of Edmond offers a residential rebate
program for installation of high efficiency heat pumps. Heat pumps installed
in new residential construction or installed in existing homes are eligible
for a rebate of $175 per ton with a SEER rating of 1 1 or higher, or $150
per ton with a SEER rating of 10. In addition, builders and HVAC contractors
are eligible for a rebate of $50 per home. In calendar year 1994, the City
of Edmond awarded rebates for 200 homes through this program. We project
an additional 200 homes per year which would result in a savings of 231
MWh in year 2000 from this program.
Direct Load Control - The City of Edmond is participating in
a pilot program with it's wholesale power supplier, the Oklahoma Municipal
Power Authority, for radio controlled cycling of central air conditioning
units. Equipment has been
installed on 200 residences which allows the compressor to be cycled
off for 7 to 15 minutes during periods of high demand usage. At the completion
of the pilot program, we project that the radio controlled cycling equipment
will be installed 20% of the residences in Edmond. Based on the City's
current growth, this would equal approximately 5,000 homes in year 2000.
We project a savings of 187.5 MWh in year 2000 as a result of the direct
load control program.
DISTRIBUTION SYSTEM IMPROVEMENTS
Through installation of 1,600 w loss transformers, we project a total
of 4,000 MWh savings in year 2000. This will avoid 6,688,000 lbs. of C02
emissions.
The City of Edmond, Oklahoma, expects that the combination of these actions
will reduce or prevent annual emissions of 3,694 tons of carbon dioxide
in the year 2000. Furthermore, the City of Edmond, Oklahoma, will report
annually, or a form provided by the Department of Energy/Energy Information
Administration, on activities and achievements under the Climate Challenge
Program.
