Climate Challenge Participation LetterDOE's Energy Partnerships for a Strong Economy
The Honorable Hazel O'Leary, Secretary Dear Secretary O'Leary: Re:Climate Challenge Program Participation Cedar Falls Utilities, a municipal electric, gas, water and communications utility, serving 15,000 customers in Cedar Falls, Iowa, agrees to participate in the Climate Challenge Program. We are actively preparing an EIA 1605 filing to be completed prior to the October 31, 1995, deadline. The EIA document will provide a detailed history of efforts by this utility, from 1987 through 1994, in the areas of Demand-Side Management (DSM) and the impacts of DSM on our energy system. The following list identifies the actions that our utility has taken in the past, or will take by the year 2000 to reduce or prevent greenhouse gas emissions.

Generation
- Purchase of Natural Gas Reserves - Fuel Cell (Distribution Power Generation)
Transmission and Distribution System Improvements
- Distribution System Voltage Upgrade It is our intent to provide ElA 1605 information, using 1990 as our baseline year. Future plans will include significant portions of Cedar Falls Utilities Integrated Resource Plan (IRP). We expect that through this documentation we will be able to show our commitment to maintaining greenhouse gas emissions in the year 2000 at, or below, the levels attained in our 1990 baseline year. Furthermore, Cedar Falls Utilities will report to the Department of Energy annually regarding the activities and achievements under the Climate Challenge Program. Sincerely, (Original signed by)
