Re: Climate Challenge Program Participation

Dear Secretary O'Leary:

Bountiful City Light & Power (Utah), a municipally owned and operated power department, agrees to participate in the Climate Challenge Program. The following list identifies some of the actions that our utility has taken, or will take by the year 2000 to reduce or prevent greenhouse gas emissions.

Tree Planting Program

    * Tree Power

Demand-side Management

    * Residential compact fluorescent light program (BEACON Program)
    * Continued replacement of mercury vapor street lights with more efficient high pressure sodium lamps
    * Interruptible load agreement with industrial customer
    * Energy audit program

Generation

    * Hydropower construction and efficient operations
    * Installation and operation of electronically governored, fuel efficient, clean burn, dual fuel engines

Transmission and Distribution Improvements

    * Usage of Capacitor banks to improve system power factor
    * Semi-annual inspection of power lines by infrared camera

Other

    * District heating of power department Operations Center

Bountiful City expects that the combination of these actions will reduce or prevent annual emissions of 16,000 tons of carbon dioxide in the year 2000. Furthermore, Bountiful City Light & Power will report annually, on a form provided by the Department of Energy/Energy Information Administration, on activities and achievements under the Climate Challenge Program.
